POWERS AND DUTIES OF THE AUTHORITY

4. License and regulate persons and enterprises engaged in commercial road transport linking two or more than two  national / regional self-governments; 

5.      Issue and supervise the implementation of directives relating to the licensing of persons driving vehicles on the  road; 

6.   Issue  and supervise the implementation of directives relating to the licensing  of persons and enterprises  engaged in the instruction of motor vehicles operation and  handling; 

7.   Issue and supervise the implementation of directives relating to the certification of the technical competence,  licensing and grading of garages engaged in the repair and maintenance of vehicles; 

8.      Issue and enforce standard specifications, taking into account the conditions of each locality, for public  commercial road  transport vehicles, terminals to be  constructed and operated  by national / regional self-governments, municipalities, associations and public commercial road transport enterprises; and when those established by same are not adequate or when the same do not have the capacity to establish terminals, construct, maintain and operate terminals by itself up on request; 

9.      Examine and approve trip schedules prepared by associations for public commercial road transport vehicles  linking two or more than two national / regional self -governments; and when not undertaken by associations,  prepare the trip schedule, and enforce disciplinary  directives issued in respect of same; 

10.   Incase of natural disasters or temporary economic or social  crisis, compel commercial road  transport vehicles  to operate in areas and routes where their services are  demanded in accordance with directives given by the  Government; 

11.  Encourage the formation of associations; subject to the provisions of Article 14(5) of this Proclamation, register  associations and give directives on and supervise, their  activities;

12.  Issue and follow up the implementation of directives on conditions under which passengers, mail and goods may  be transported by public commercial road transport  vehicles;

 

13.        Prepare taking into account inter    alia, the opinions of    users,               and submit to    the Ministry, tariffs to be   charged by public commercial road   transport; and enforce    same up on    approval; 

14.  Collect and compile, on regular basis information and data   relating to road transport; 

15.  Render, as may be appropriate, training and consultancy services as the case may be, relating to commercial road   transport; and establish and operate training institutions as   may be necessary; 

16.  Undertake studies and prepare plans and programs to promote the development of all aspects of road transport   and implement same upon approval; 

17.  Implement and enforce government policies, laws and regulations relating to road transport and treaties to which    Ethiopia is a party; 

18.  Ensure the provision of safe, efficient and adequate road transport services to the public; 

19.  In consultation with the appropriate organs, issue and enforce directives relating to the provision of insurance   policy coverage for goods and passengers to be    transported by public  commercial road transport vehicles;

20.  Determine, where necessary, the color and distinguishing   marks of commercial road transport vehicles linking two or    more than two national / regional self governments; 

21.  Prepare and submit and upon approval, implement standards relating to the smoke, gas vapor and the like   emitted from the exhaust pipes of vehicles with a view to    preventing pollution taking into account international criteria  and the capacity of the country; 

22.  Submit for determination and collect fees for services rendered; 

23.  Own property, enter into contracts, sue and be sued, and perform other lawful activities.
